To coordinate and manage Engineering and Design for Capital construction projects involving infrastructure improvements to various Metro-North Shops & Yards. These projects will require coordination between consultants, contractors, Metro-North forces and outside agencies, from design through construction. Position assists in protecting the Company’s interests and ensuring safety in all aspects thereof.
Evaluate and develop project work scopes, schedules and budgets for design and construction phases.
Manage design consultants including technical review of procurement documents, design drawings and specifications, and administration of contracts.
Manage construction activities including construction management, work schedule reviews, daily site coordination, safety reviews, change order negotiations and administration of contracts through project completion.
Develop and manage force account work scopes, coordinate projects with other MNR departments and projects, and coordinate with local municipalities.
Assist in meeting Capital Programs’ requirements for compliance with environmental regulations and with State requirements specific to EO-88 and EO-4.
Familiarity with transportation operations and/or other applicable civil/structural construction experience.
Familiarity of state and federal codes and regulations pertaining to design and construction.
Competent understanding of engineering principals.
Demonstrated effective verbal and written communication skills are required in order to provide the necessary technical and administrative support.
Familiarity with Microsoft Office Suite and/or comparable PC applications.
Familiarity with Critical Path Method (CPM) Scheduling, using Primavera Project Planner or comparable applications.
Strong project management and coordination skills are required to plan, direct and control the design and construction phases of the Capital Program.
A solid working knowledge of Project Management, Construction Management, Construction Contracts, Quality Assurance/Quality Control, Safety and Security procedures.
Familiarity with EO-88 and EO-4.
Ability to be on call for emergencies as needed.
Ability to present technical material to a group of public officials or community groups in laymen’s terms.
Personal abilities of motivation, self-starter and persistence while motivating others.
Ability to interact with internal departments and city, state and federal agencies.
Knowledge of safety rules and regulations.
Must possess a valid driver’s license.
Project Management experience and managing professionals.
Professional Engineering (PE) License.
Bachelor's Degree in Civil, Structural or related Engineering field.
Minimum of five (5) years of experience in Engineering, Construction and surveying practices and principles as they relate to bridges, facilities and/or station construction (or successful completion of MNR Associate Engineer Program).
Minimum of three (3) years of project management experience and managing professionals (or successful completion of MNR Associate Engineer Program).
This is a safety sensitive position and subject to toxicological testing.
