The ideal candidate has proven experience in a fast-paced work environment involving complex utility projects and development coordination within a comprehensive regulatory framework; can work independently and as part of a team; possesses excellent verbal and written skills; and is able to handle multiple competing priorities and tasks.
The Engineer I will review utility plans for developer projects, including single family, duplex and multi-family residential developments, commercial developments and subdivisions for conformance of utility features with applicable guidelines and standards; assess utility fees and process fee sheets and variances for the same; analyze impacts of developments on sanitary sewer and water system capacity; coordinate with the Planning Department’s Development Services Center; assist with the sanitary sewer flow acceptance process for Consent Order compliance with both the Hampton Roads Sanitation District and the Virginia Department of Environmental Quality; help coordinate and draft cost participation agreements with developers; review and comment on planning commission agenda items, encroachment requests, board of zoning appeals agenda items, and street closure requests; interface with developers and consulting engineers; respond to inquiries from the public and Departmental and City leadership; and perform project management for complex water and sanitary sewer engineering projects.
MINIMUS: Requires a Bachelors degree from an Accreditation Board for Engineering and Technology (ABET) approved engineering or engineering technology program, or an Associates Degree with six (6) years of progressive experience of engineering level work, or any combination of education and experience acceptable to and approved by, the Virginia Board for Architects, Professional Engineers, Land Surveyors, Certified Interior Designers and Landscape Architects (APELSCIDLA) to take the Fundamentals of Engineering (FE) exam.
SPECIAL REQUIREMENTS: All employees may be expected to work hours in excess of their normally scheduled hours in response to short-term department needs and/or City-wide emergencies.
