The State Construction Office within the Washington State Department of Transportation (WSDOT) is looking to fill a Lead Construction Engineer position. The State Construction Office establishes specifications, policy and guidance on the administration of highway construction contracts throughout Washington.
This multifaceted position will have approval authority for specifications, policy, and guidance manuals and serve as a technical expert for construction and contract administration. The incumbent will provide leadership for WSDOT's design-build contract delivery program and serve as the Construction Office liaison to the Bridge and Structures Office concerning construction issues. This position provides leadership and oversight for teams in Ad and Award, Contract Documentation, and Specification development.

This position will perform the following work:
Develop and implement state-wide specifications and guidance for design-build project delivery.
Serve as the Construction Office liaison to the Bridge and Structures Office.
Manage the budget of the State Construction Office.
Lead efforts of multiple work groups including the Design-Build Program, Contract Advertisement & Award Office, Documentation Engineering group, and the Specification Engineering Group.
Responsible for the development and change of policy in the WSDOT Standard Specifications for Road and Bridge Construction.
Review, propose and develop new research and technologies for implementation into WSDOT projects.
Ensure compliance with the FHWA Stewardship Agreement for continued eligibility of federal funds.
A candidate for this position will be required to have:
A Bachelor of Science in Civil Engineering; or EIT Certificate and four years of Professional Engineer experience.
Professional Engineer License (civil engineering) in Washington State.
Minimum four (4) years of combined experience as a Project Engineer/Assistant Project Engineer, or equivalent.
An ideal candidate for this position will have:
Knowledge of highway construction; principles of contract administration; WSDOT specifications and standards.
Ability to determine acceptable risk levels and make decisions on difficult and complex construction engineering and contract administration issues.
Ability to develop specifications and procedures for statewide use on construction contracts utilizing best practices and risk analysis.
Ability to communicate effectively and facilitate collaboration with a wide variety of stakeholders.
Prior experience coaching and mentoring staff.
Ability to travel with occasional overnight stays.
Valid driver's license.
