Consolidated Engineering Laboratories (CEL) is currently seeking to hire a Chief Engineer based out of its corporate office in San Ramon, California.
Directs and coordinates activities and productivity of corporate office technical reports department and associated administrative processes, including inspector and supervisory management of daily testing and inspection of San Ramon Shops and field operations Aides Executive Committee in formulating and administering organizational policies by performing the following duties personally or through subordinate managers/supervisors.
ESSENTIAL DUTIES AND RESPONSIBILITES include the following. Other duties may be assigned.
Prepares or directs preparation and modifications of weekly and required daily inspector technical reports, and monitors progress and processing of same, including addressing associated client required services.
Participates in formulating and administering department policies and developing long range goals and objectives. Directs and coordinates activities of department or division for which responsibility is delegated to further attainment of goals and objectives.
Confers with COO, Owners and other administrative personnel to review achievements and discuss required changes in goals or objectives resulting from changes in business strategies.
Manages the Corporate Field Division Report processing department (and other divisions as may be included), including personnel therein, and the review and preparation of shop and field testing and inspection reports, including technical design submittals and project file review for issuance of project Final Affidavit documents.
Attends Executive Committee and Operations Meetings, as scheduled.
Project Management responsibility for periodically assigned projects, including associated budget/cost control, client contact and required job visitations/meeting assignments.
Processes and coordinates resources for issuance of City/Jurisdictional Corporate Testing and Inspection Agency approval renewal packages (SIC), including outer jurisdictional areas as may be required and public school (LEA) via DSA approval.
Manages one (1) office administrative supervisor who is responsible for supervising eight (8) employees in the administrative/reports department, including filing, mailing and receptionist duties. Also manages one or more report reviewing supervisor(s)/engineer(s) for assistance in the weekly processing of technical report documents. Is responsible for the overall direction, coordination and evaluation of these units.
Carries out supervisory responsibilities in accordance with the organization’s policies and applicable laws. Responsibilities include interviewing, hiring and training employees, planning, assigning, directing work, evaluating performance, rewarding and disciplining employees, including complaints and problem resolution.

EDUCATION and/or EXPERIENCE:
A State of California registered professional engineer (in good standing) with a minimum of five (5) years of verifiable experience in the area of materials testing and inspection services as pertains to the building construction industry.
Ability to read, analyze and interpret general business periodicals, professional journals, technical procedures and government regulations. Ability to write reports, business correspondence and procedure manuals. Ability to effectively present information to individuals and committees, including technical presentations and accordingly respond to questions from groups of managers, including clients, internal/external customers and the general public.
Ability to perform and apply standard and advanced mathematical concepts and permutations, calculations and symbols, including interpreting technical documents, drawings and plans thus enabling effective communications with project managers, contractors, architects, engineers and various jurisdictional building departments and government agencies.
Ability to apply principles of logical or scientific thinking to a wide range of intellectual and practical problems. Ability to deal with nonverbal symbolism (formulas, scientific equations, graphs, etc.). Ability to deal with a variety of abstract and concrete variables.
CERTIFICATES, LICENSES, REGISTRATIONS:
Valid (in good standing) Civil Engineering License (State of California mandatory with additional U.S.A. states preferred).
