MINIMUM QUALIFICATIONS: Education and Experience: Bachelors Degree in civil engineering, or closely related field and six+ years of civil/structural engineering design and/or construction experience or equivalent that includes two years of staff supervisory, budgetary, or management responsibility, preferably in a rail or transit related environment; OR an equivalent combination of education and experience. Required Licenses or Certifications: • Possession of a valid Washington State Driver's License.
Preferred Licenses or Certifications: • A valid certificate of registration as a Professional Civil Engineer issued by the State of Washington.
Required Knowledge of: • Operations, services and activities of a technical documentation program. • Principles and procedures of record keeping. • Principles, systems and practices of technical documentation control. • Principles and practices of technical writing. • Principles of lead supervision and training. • Materials, tools and equipment used in the reproduction, control and dissemination of technical documents. • Operational characteristics of applicable computer software applications. • Current office procedures, methods and equipment including computers. • Related Federal, State and local laws, codes and regulations. • Senior professional and/or technical expert knowledge of industry engineering principles and practices. • Project management techniques and principles. • Principles of team leadership. • Engineering consulting services and methods including reports, studies, cost estimates, plans, and specifications.
Required Skill in: • Management and development of technical criteria • Management and development of process and procedures • Preparing, reviewing, interpreting, analyzing, and modifying complex engineering plans, drawings, specifications, contract documents, and engineering reports for conformance to professional standards. • Developing, reviewing, updating, and managing design manual and specifications. • Establishing and maintaining effective working relationships with other department staff, management, vendors, outside agencies, community groups and the general public. • Outstanding communicative skills including presentation development and public speaking. • Preparing and analyzing complex data and comprehensive reports. • Applying advanced project management and program development techniques and principles. • Utilizing personal computer software programs affecting assigned work and in compiling and preparing spreadsheets and reports. • Interpreting and administering policies and procedures sufficient to administer, discuss, resolve, and explain them to staff and other constituencies. • Demonstrating a positive customer service orientation with both internal and external clients. • Applying project management techniques and principles and defining a detailed project scope and control scope as a means of achieving overall project objectives. • Applying appropriate oral and written communication techniques to various individuals. • Interpreting and applying applicable federal, state, and local policies, laws, and regulations. • Working cooperatively with other departments, Agency officials, and outside agencies. • Developing and monitoring departmental and program/project operating budgets, costs, and schedules. • Supervising, leading, and delegating tasks and authority. • Communicating complex engineering activities and policies to staff and executive levels.
PHYSICAL DEMANDS/WORK ENVIRONMENT: • Work is performed in a standard office environment with frequent visits to construction sites. • Subject to normally standing, walking, bending, reaching, stooping, and lifting of objects up to 25 pounds; may occasionally be exposed to dangerous machinery, extreme weather conditions, physical harm, hazardous chemicals, and extreme noise when conducting site visits and working in the field.
