This exciting entry level position will serve as the initial contact between the Land Development Division, the development community and the general public while working at the service counter. This position is responsible for providing outstanding customer service, problem solving and providing solutions and options to public inquiries while reviewing permit applications, plans and supporting documents for completeness, sufficiency of information and compliance with City requirements.
Additionally, this position will receive, log and initiate permit processing procedures including distributing engineering plans for plan check. Under general supervision, the Engineering Technician performs technical and para-professional engineering work related to capital improvements, private development projects, public works projects, and related improvements in the field or office. Provides information and assistance to the public regarding assigned programs and services.
Engineering Technician: This is the entry level class in the Engineering Technician series. Initially under close supervision, incumbents with basic engineering experience perform technical and paraprofessional engineering work. Positions at this level usually perform most of the duties required of the position at the Senior level, but are not expected to function at the same skill level and usually exercise less independent discretion and judgment in matters related to work procedures and methods. Work is usually supervised while in progress and fits an established structure or pattern. Exceptions or changes in procedures are explained in detail as they arise. Since this class is often used as a training class, employees may have only limited or no directly related work experience.
Senior Engineering Technician: This is the journey- level class in the Engineering Technician series. Incumbents are expected to perform the full range of para-professional and technical engineering work. Positions at this level are distinguished from the Engineering Technician I level by the performance of the full range of duties as assigned, working independently and exercising judgment and initiative. Positions at this level receive only occasional instruction or assistance as new or unusual situations arise and are fully aware of the operating procedures and policies of the work unit.
Positions at the Senior Engineering Technician level are normally filled by advancement from the Engineering Technician I level after gaining the knowledge, skill, and experience which meet the qualifications for and after demonstrating the ability to perform the work of the higher-level class. When filled from the outside, the employee is required to have prior related experience that allows the employee to meet the qualification standards for the Senior level.
The following generally describes the knowledge and ability required to enter the job and/or be learned within a short period of time in order to successfully perform the assigned duties.
Elementary principals of civil engineering; the nomenclature, symbols, methods, practices, and instruments used in engineering drafting; plane trigonometry; materials, methods, and equipment used in the collection, analysis, and construction of public works structures and facilities; principles of engineering mechanics; fundamentals of traffic engineering; skills in the use of drafting, survey, and other engineering instruments; principles and practices of customer service.
Conduct field surveys; operate Computer Aided Drafting (Auto CAD); operate and maintain mechanical map reproduction equipment and related engineering equipment; read and interpret engineering maps and drawings; prepare accurate drawings from field notes; operate personal computer software applications, including GIS and various office and email applications; analyze, prepare, and interpret plans, specifications, survey notes, and a variety of statistics and graphs; follow oral and written instructions; make quick and accurate computations; supervise and train others; speak and write effectively; perform duties in a manner which demonstrates an awareness and appreciation of the cultural diversity of the community; communicate clearly and concisely, both orally and in writing; and establish and maintain effective working relationships with those contacted in the course of work.
EDUCATION AND EXPERIENCE:
Any combination of education and experience that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be:
Engineering Technician: Equivalent to the completion of the twelfth grade, or equivalent, supplemented by pre-engineering course work including drafting (preferably computer aided drafting), surveying, and trigonometry.
Senior Engineering Technician: Equivalent to the completion of the twelfth grade, or equivalent, and completion of lower division college-level engineering courses including drafting (preferably computer aided), surveying, calculus, physics, hydraulics, and trigonometry. Completion of an Associate's Degree in land surveying or technical engineering program of a similar nature is highly desirable.
Engineering Technician: One year of paraprofessional civil engineering experience or one year of experience in a civil engineering office. Some technical civil engineering experience in a governmental jurisdiction is highly desirable.
Senior Engineering Technician: Three years of paraprofessional civil engineering experience. Some civil engineering experience in a governmental jurisdiction is highly desirable.
