VDOT is seeking an Assistant District Traffic Engineer to serve as the program lead for the operational analysis, traffic signal design/analysis, and congestion management areas for the Southwestern Traffic Operations Region of Virginia (Salem, Lynchburg, Bristol). Working as a regional resource as well as within Salem District, the position oversees the development of operational analysis for preliminary engineering processes, development of strategic intersection and spot improvements, traffic engineering review and analysis of regional and development projects, and safety program support and Traffic Engineering/Operations initiatives. Responsible charge oversight is provided by this position. Position will supervise a staff of engineers to accomplish duties which include: planning, scheduling, and effectively utilizing resources for operational analysis development and reviews, project development, signal design processes, operational and safety evaluations. Position works closely with the Districts and Central Office providing preliminary engineering support for project development and strategic initiatives. Seeking individual with a demonstrated ability to lead people and get results through others; with a program administration background involved in strategic planning, and human resource functions.

Requires thorough knowledge of transportation and traffic engineering principles and practices, operational analysis and modeling,safety evaluation and mitigation, project management, preliminary engineering programs, contract management, and land development review processes. Skilled in overseeing a professional staff of engineers in a dynamically changing organization and demonstrated ability to utilize professional services contracts to supplement workload as needed. Experience with signal design; Ability to read and interpret site plans, highway construction plans, and traffic control plans; Experience in evaluating crash data and safety countermeasures; to analyze complex problems and exercise independent judgment in reaching a solution; to communicate effectively both orally and in writing across a diverse geographical region; to work with and analyze the results of traffic analysis software such as Synchro, Highway Capacity Software (HCS), VISSIM, and CORSIM; and to prioritize a large and varied workload with multiple time sensitive deadlines. Experience managing a large workload in an engineering environment and working with local governments, elected officials, citizens and engineering consultants. Professional Engineer License (PE) required.
