This is a highly technical and professional position. Primary responsibilities include design and construction of storm drainage projects; and management of City's risks associated with construction projects. This position is responsible for all assigned personnel, budget, deadlines and management requirements for projects. Investigates citizen requests regarding stormwater matters and provides development, coordination and execution of Capital Improvements Program involving stormwater drainage improvements and other construction projects. Applications will be reviewed as they are received.
? Leadership. This position provides leadership to assigned Engineering Technicians for the duration of projects including training, mentoring and requiring accountability for project performance.
? Project Development. Plans the programming and scheduling of Capital Improvement Program projects. Provides preliminary engineering designs and cost estimates. Determines personnel needs and allocations.
? Project Management. Directs the work of assigned City employees and manages contracts with Professional Engineers, Architects, and other related professionals. Delegates work activities, monitors progress, and takes action to notify, document and correct problems to ensure completion of projects on schedule, within budget with high quality engineering and architectural standards.
? Contract Administration. Prepares or supervises the preparation of interlocal agreements, development agreements, engineering contracts, construction contracts and other related agreements and contracts required in the process of executing the program.
? Field Investigations. Coordinates land surveys and oversees Engineering Technicians in the preparation of plans. Coordinates geotechnical investigations and other field investigations to gather required project information.
? Plan Preparation. Prepares and/or coordinates the preparation of plans and specifications. Hires Professional Engineers, Engineering Technicians, and other design professionals as required to prepare plans and specifications.
? Plan Review. Reviews, and coordinates the review by others, of construction plans, specifications, and documents submitted by private sector design professionals involving public improvements.
? Property Acquisition. Coordinates the acquisition of right-of-ways, easements, and land as necessary for the execution of the program.
? Technical Assistance. Provides assistance to the Field Operations Division and other City departments when required by reviewing plans, interpreting standards, providing recommendations to address problems and issues, participating in field inspection visits, and assisting in resolution of project concerns.
Education and Experience
? Bachelor's degree in Civil Engineering or Architecture from an accredited college or university
? A minimum of four (4) years experience in the design, construction and project management of public infrastructure to include any of the following: public buildings, park facilities, streets and/or storm drainage improvements
? Municipal experience preferred
? Possesses registration as a Professional Engineer (PE) in the State of Kansas or the ability to obtain within 1 year of hire
