Knowledge: Understanding of construction inspection for civil engineering projects including an understanding of typical municipal permit requirements and inspection of private development construction projects.
Reasonable knowledge of design, construction, inspection, maintenance, and operations of municipal public facilities. Knowledge of consulting contracts, scopes of work, and engineering design cost estimates.
Reasonable experience using CADD to develop civil engineering design and construction documents.
Ability to interpret and apply construction plans and specifications for civil engineering projects.
Mathematical Skills & Abilities: Ability to perform a variety of engineering calculations such as trigonometry, calculus, and algebraic formulas needed to apply civil engineering concepts related to site development and municipal infrastructure such as water supply, sanitary sewer, stormwater, and transportation.
Language Skills: Ability to read, analyze, and interpret common scientific and technical journals, financial reports, and legal documents. Ability to respond to common inquiries from customers, regulatory agencies, or members of the community. Ability to write articles for publication that conform to prescribed style and format. Ability to effectively present information to the City Engineer and the public.
Special Skills: Ability to learn and apply city and Clean Water Services permit requirements and Design and Construction Standards. Ability to learn and apply Washington and Clackamas County design and construction standards. Ability to review water quality facilities for compliance with regulatory requirements.
Computer Skills: Ability to develop and use complex excel spreadsheets for performing engineering calculations. Experience with civil engineering software such as CADD, storm water software, and project scheduling software.
