An Overview The Public Works Services Division Chief plans and directs street and sewer inspection, maintenance and re-construction activities for the City. The employee in this class holds a top-level, public works, administrative position requiring in-depth technical knowledge of construction and maintenance practices, procedures and materials, as well as applicable laws and codes. General supervision is exercised over all maintenance activities, including emergency operations, of the Transportation & Environmental Services (TES) Department. The work is performed under the general supervision of the TES Deputy Director for Operations. The Division Chief/ Public Works Services is responsible for preparation and management of a $15 million annual Divisional operating budget, certain capital projects and providing strong leadership to 50 talented and technically diverse staff members as the Department works to meet its goals through the use of data driven planning, effective programming and efficient and effective use of information technology.
What You Should Bring The ideal candidate should be a strategic thinker and leader and should have a strong background in management and supervision of public works projects and staff. They should be able to fully engage in the day to day operations as well as step outside the box and think bigger picture. Effective communication- both verbally and in writing, with all levels of the organization- is critical.
The Opportunity – Examples of Work
Supervises the Public Works Services staff;
Provides ongoing implementation and continual development of the use of CityWorks, the City's asset and maintenance management system;
Researches and implements state- of- the- art information, communications, and maintenance solutions to meet internal and external needs;
Engages with stakeholders to receive feedback regarding Division performance, provides oversight of heightened customer service and engagement program;
Coordinates the development, integration, implementation, and monitoring of the division's operating budget;
Leads capital project management team in the development, coordination, communication, and execution of large infrastructure projects- namely the 10 year, $56 Million asphalt resurfacing program;
Professionally represents and effectively communicates with the public and elected officials on behalf of the department, in person, by telephone and in writing;
Supervises the City's snow operations and response during the winter months;
Plans and organizes all street, sidewalk, sewer, and hydrant preventative and corrective maintenance activities;
Performs related work as required.
About the Department The Department of Transportation and Environmental Services (T&ES) strives to improve the overall quality of life within the City of Alexandria through the development of a superior infrastructure. In order to contribute to the physical, social and economic growth of the City of Alexandria, the T&ES employee team provides services of the highest quality in the areas of engineering, environmental quality, traffic control, transit, construction, inspection and surveying, street, sewer and fire hydrant maintenance, and refuse and recycling collection.
Minimum & Additional Requirements
Bachelor's degree in the areas of engineering, business or public administration, or a related area with five or more years of senior level management experience in public works or urban infrastructure operations and maintenance, or any equivalent combination of experience and training which provides the required knowledge, skills, and abilities.
Bachelor's degree in civil engineering with Virginia Professional Engineer (PE) license or ability to obtain license within one year. Solid technical knowledge and experience in public works and/ or urban infrastructure systems management. Local or state government experience in urban public works projects (engineering, storm/ sanitary sewer maintenance, and/ or street maintenance). Experience managing emergency responses- particularly debris removal and/ or winter operations. Experience managing a large, multi- unit operation of professional, technical, trades, administrative and front line supervisors and staff. Significant knowledge of OSHA and other safety standards of practice.
