Manages the organization, staffing, operational activities, and services provided by the city of Thornton's Contract Administration Division to optimize value received by the city. Supervises assigned city staff in the administration of contracts for services, including professional service providers, construction contractors, and general service providers on behalf of other city departments. Oversees and performs contract negotiations, dispute resolution, and contract enforcement; assists with litigation of contracts. Manages, supervises and directs the activities of assigned staff and functions; makes recommendations regarding hiring, discipline, termination or advancement of employees. Schedules employees, assigns work, monitors progress, and takes corrective action; guides, trains and develops employees in the accomplishment of their duties and professional growth; writes and conducts evaluations. Develops various operating procedures, standards, and guidelines. Monitors operations for adherence to standards and guidelines, and takes corrective action when needed. Reviews and approves requests for proposals for services; supervises the drafting and conduct of the request for proposal documents and selection process; resolves protests; supervises the contract administration of service agreements, including amendments, receipting payments, close out and termination; resolves service provider performance problems. Drafts requests for proposals for atypical services. Reviews and approves solicitations for bids; supervises the conduct of bid and award process; resolves protests; supervises the administration contracts, including change order negotiation and approval, receipting of goods and services, payments, close out, and termination; resolves supplier or contractor performance problems. Drafts invitations for bids for atypical procurements. Identifies and addresses organizational conditions which may contribute to liability or inefficiency. Monitors external business and legal environment for new laws and trends as they relate to professional services, construction contracts and purchasing for municipal governments, and implements adaptations in division practices to optimize value received while mitigating risk to the city. Manages a variety of assignments, such as emergency repair projects, Utility Extension Policy Contracts (UEPC's), Infrastructure Reimbursement Agreements with developers, and Thornton Development Authority redevelopment RFP's. Manages departmental capital construction and facility maintenance projects. Supervises assigned staff in development of scopes of work, cost estimates, budgets, and schedules; assures end user needs are met; procures architectural and engineering services, construction services, QA/QC services, furniture, fixtures, and equipment; resolves problems; and coordinates start up, commissioning, move, and occupancy. Assists with development of the City's Capital Improvement Program budget. Performs research and prepares narratives or statistical reports. Coordinates services and activities with other city divisions and departments. Coordinates services and activities with outside agencies and organizations such as other municipalities, Adams County, School Districts, Xcel Energy, CenturyLink, Comcast, and other utility providers. Tracks and reports on levels of service provided. Attends or conducts a variety of meetings such as staff meetings, employee briefings, and project meetings. Develops division budget; forecasts the necessary funds for staffing, training, materials, supplies and equipment. Submits budget recommendations and justifications. Monitors expenditures against approved budget. Performs other duties as assigned.
