The City of Visalia Community Development Department is recruiting for Assistant Community Development Director-Development Services. The Development Services Branch of the Community Development Department is responsible for development growth within the City. Planning, Development Engineering and the Building Safety Divisions lead the development review process in 2017 handling 200 Site Plan Review applications, 52 Planning applications, issued approximately 4,800 total permits and conducted 33,900 inspections.
Examples of job duties include:
¨ Plans, reviews, and directs assigned divisions within the department by planning and prioritizing tasks, ensuring policy and procedure compliance, recommending changes and adjustments, and monitoring staff performance and development of professional and technical staff.
¨ Coordinates plan review by reviewing plans, recommending alternatives, attending meetings, updating standards, preparing and presenting materials to committees, management and elected officials, and representing the City to the public.
¨ Resolves engineering problems with developers, contractors and construction companies by reviewing and analyzing problems, determining the economic feasibility of the solution, facilitating communication between parties, establishing solutions and distributing and necessary documents.
¨ Oversees and administers assigned portions of annual budget by forecasting revenues and expenditures, presenting proposals for approval, authorizing payments and monitoring expenditures.
¨ Supervises projects by coordinating activities with departments, consultants, developers and outside agencies, compiling data and statistics, reviewing plans and documents, preparing estimates, and ensuring all reporting activities are complete.
¨ Directs administrative activities including personnel, budgeting, capital expenditures, development of annual plans and objectives and long-range planning to provide optimum support for assigned activities within the Engineering Division.
¨ Ensures the effectiveness of assigned personnel through selecting, supervising, evaluating and training staff.
The City is seeking a proven manager with a Bachelor’s degree in Architecture, Civil Engineering, Planning, or a related field and extensive previous management experience involving public works projects (both public and private), along with experience or education in public agency budgeting, organization and planning. Registration or certification as a Professional Engineer, Architect, Planner and/or Land Surveyor is desirable.
