This position is responsible for planning, investigating, and proposing solutions to stormwater engineering problems to grant recipients and municipal permittees so that their stormwater projects are effectively implemented.

The mission of the Water Quality Program is to protect and restore Washington's waters to sustain healthy watersheds and communities. Our work ensures that state waters support beneficial uses including recreational and business activities, supplies for clean drinking water, and the protection of fish, shellfish, wildlife, and public health.
The Water Quality Program is responsible for regulating discharges of pollutants to surface and ground waters by writing and managing wastewater and stormwater discharge permits, enforcing water quality laws, developing water quality standards and identifying water bodies that fail to meet those standards, and providing technical and financial assistance to appropriate entities to help them protect and restore Washington's waters.
What does the Senior Stormwater Engineer do?
This position is the Water Quality Program's technical lead for oversight of stormwater grant projects and proposals for water quality improvement and protection, and is the section's authority on watershed/basin planning, flow control, regional stormwater facilities, and the stormwater control transfer program. This position:
Applies conventional engineering solutions to prevent or mitigate stormwater problems statewide, and helps the Water Quality Program develop innovative technical and policy solutions to help the Washington stormwater community address new science and evolving regulatory requirements.
Conducts technical support and engineering review for stormwater grant projects.
Provides stormwater technical guidance to project proponents, agency staff, managers and stakeholders.
Works with diverse teams to implement effective programs to address statewide stormwater issues.
What kinds of problems does this position get to solve?
Assesses the effectiveness of proposed stormwater activities and facilities to function as intended.
Develops and refines technical design, siting, and operations and maintenance specifications for stormwater management facilities.
Figures out how best to integrate new science and legal decisions into guidance, permits and regulatory requirements.
Responds to internal and external questions regarding green infrastructure, stormwater treatment, flow control, basin planning, and other conventional and emerging stormwater management topics.

Ecology will invest in this position, providing in a wide array of growth and development opportunities to support their evolution into Ecology's statewide expert in stormwater engineering and watershed protection. This position will apply science-based solutions to protect and restore Washington's waters and have considerable influence on the direction of Ecology's nationally-recognized stormwater program.
This position is part of the Water Quality Program's Program Development Services Section. This position is integral to this section's goal of addressing recent legal decisions that require stormwater management approaches to expand beyond the site- and subdivision-scale, and into the watershed-scale.

A Master's degree with major study in one of the following engineering fields, sanitary water resource, civil, geotechnical, environmental, chemical, mechanical, or related field AND Registration as a Professional Engineer in the state of Washington or another state based on registration requirements equivalent to those in Washington AND four years of experience in environmental engineering
An Engineer-In-Training Certificate or a Bachelor's degree with a major study in one of the following engineering fields, sanitary, civil, geotechnical, water resource, environmental, chemical, mechanical or related field AND Registration as a Professional Engineer in the state of Washington or another state based on registration requirements equivalent to those in Washington AND five years of experience in environmental engineering.
A Ph.D. in one of the above engineering fields will substitute for two years of the environmental engineering experience.
NOTE: Requirements for registration as a Professional Engineer in the state of Washington are eight years of professional experience (which may include up to four years of college-level engineering education) and successful completion of sixteen hours of professional licensing exams. Applicants qualifying through the licensing equivalency option must achieve registration as a Professional Engineer in the state of Washington within six months of appointment to this class.
