ROLE & RESPONSIBILITIES
Plans, coordinates and directs the operations of a major departmental division; schedules work and determines priorities within the division; assigns and reviews the work of subordinate staff; confers with professional and technical staff in the identification of problems and in the development of solutions; coordinates with other division managers and interacts with other departments as necessary
Participates in strategic planning and special projects impacting division operations and activities; implements and evaluates projects in accordance with adopted plans and policies
Supervises and participates in the recruitment and selection of personnel; conducts performance evaluations; authorizes discipline of professional, technical, and other staff
Represents division programs to the public, elected officials, other agencies, other governments, committees, and organizations including making presentations, chairing and participating in meetings, conducting community outreach, and responding to requests for information.
Plans, directs and implements elements of capital improvement program
Manage long range planning program
Directs the preparation of and/or prepares official reports for governmental agencies and departmental management; investigates inquiries and complaints from the public and directs the preparation of responses
Prepares the division budget with justifications; projects revenues and expenditures; monitors division fiscal activities for a responsible division
Directs and participates in the development of division work flow procedures; installs management improvements and practices; supervises and participates in the development of operating manuals
Formulates and recommends strategies to facilitate and improve division operations
Analyzes and reviews pertinent Federal, State and local laws, regulations, policies and procedures in terms of impact to assigned programs; oversees and ensures compliance as required
Confers with management staff in the development of policies and procedures; implements policies within the area of assignment
Bachelor's degree in civil engineering or related field and eight to ten years professional engineering experience, including three to five years of progressively responsible professional engineering experience, including supervisory and project management
Registration as a Professional Engineer by the State of Washington required
Valid Washington State Driver's License and a driving record that meets City standards; remain insurable by the
