ABOUT THE POSITION The Village of Hoffman Estates is seeking a skilled technical and management professional to lead the Planning and Transportation Division of our Development Services Department. This newly created position is a result of a reorganization that combines leadership of land use planning and transportation planning functions. This Director position works in a team environment with other Division directors in the Department and provides direct supervision for several employees.
Duties include overseeing the preparation and update of plans and special studies, ordinances, regulations, programs, and procedures related to land use, development, and transportation planning issues. This includes gathering, interpreting, and preparing data for written and/or oral reports or recommendations to the Village Board, Village Commissions/Committees, Village management, civic groups, governmental agencies, and the general public.
COMPENSATION Anticipated starting salary of $103,901 - $114,811 DOQ, or in accordance with promotional guidelines. 2020 salary range of $103,901 – $147,540. Full benefits package, including IMRF pension.
SCHEDULE This is a full-time (40 hour per week) exempt position. Monday - Friday 8 a.m. - 5 p.m. and as necessary to fulfill the duties of the position. Some evening meetings are required.
THE DEPARTMENT Development Services currently consists of several divisions (Economic Development, Code Enforcement, Planning, Transportation and Engineering) that coordinate all aspects of development in Hoffman Estates. The transportation planning functions of the Transpiration and Engineering Division will be part of the responsibilities of the new Planning and Transportation Division. Traditional engineering functions, including traffic engineering, will remain in the Engineering Division. The Department works with residents and businesses on property improvements; performs short and long range land use and transportation planning; prepares infrastructure plans; performs business attraction/retention; and enforces health, building, and property maintenance codes. The Department provides information and high quality customer services to residents, developers, realtors, contractors, other governmental agencies, and other interested parties on a variety of topics.

The successful candidate will be adept at performing tasks related to land use planning, zoning, subdivision, and transportation planning; speaking publically; external agency coordination; and performing technical analysis. Skills in goal setting, performance monitoring, leadership and personnel supervision are also important. Upon hiring, short term projects will include Bell Work, Hoffman Technology Park, the Barrington Road I-90 Area Planning Study, Central Road multi-purpose path, review of various site plan and zoning requests, coordinating with Pace Bus on local service planning, and others. Long term responsibilities include updates to the Subdivision and Zoning sections of the Municipal Code, managing land use reviews and planning activities, updating the Village Bicycle Plan, continued implementation of the long range transit plan, and updating the Comprehensive Plan.
Applicants should possess excellent analytical, leadership and management skills.
A Bachelor’s Degree Required / Master’s Degree Preferred in Transportation Planning, Urban Planning, Public Administration or related field.
Preference given for certification as one or more of the following: ITE Professional Transportation Planner, ITE Professional Traffic Operations Engineer, PE, AICP
Highly qualified candidates will have a minimum 4 - 10 years of experience in Community Development, Urban Planning, or Municipal Government. 2+ years experience in supervision/management.
