Annualized salary range $126,076 to $170,120, plus a generous benefits package, with hiring DOQ. Costa Mesa Sanitary District (CMSD) is an independent special district serving all of the City of Costa Mesa and portions of Newport Beach and unincorporated Orange County, with a population of 116,700. Costa Mesa, known as the “City of the Arts,” is centrally located between Los Angeles and San Diego, minutes from the beach.
The District’s just cause is “Keeping our water environment pollution free.” CMSD provides wastewater collection and transmission to Orange County Sanitation District facilities for treatment and disposal, as well as residential trash collection and transmittal to a recycling facility. The District has 20 employees and a current annual budget of $12.5 million, which includes a capital budget of $1.5 million.
The District maintains 224.2 miles of sewer mains ranging from 8-inches to 30-inches in diameter that transmit approximately 10.1 million gallons of wastewater per day. There are 4,707 sewer manholes within the system, which are used as access points for cleaning and inspection purposes. As of 2019, the District's wastewater system contained a total of 47,471 connections to single family residences, multi-family residences, commercial properties, and industrial properties. There are 20 sewer pumping stations located within the collection system that are necessary to convey flow from low lying areas to higher elevations where the wastewater can again flow by gravity.
The position reports to the General Manager. Any combination of training and experience that would provide the required knowledge, skills and abilities is qualifying. A typical way to obtain the required qualifications would be: a bachelor’s degree, from an accredited college or university, with major coursework in civil engineering; and at least ten years of increasingly responsible experience related to planning, evaluation, design, construction and assessment of large sewerage systems, including pipeline and pump station projects with management of at least ten projects during design and/or construction. Requires possession of a valid Certificate of Registration as a professional civil engineer issued by the State of California.
