Directs the management of all activities and personnel related to the Transportation Planning and Programming division to include statewide comprehensive and multimodal freight planning program (including highways, air, marine, rail, and pipelines); all department functions, operations and information related to international trade and relations activities; and oversight of engineering studies of corridor transportation projects. Coordinates with federal, state and local governments. Reports to the Deputy Director, Transportation Planning and Programming Division. Work requires contact with national, state and local executives and governmental officials. Employees at this level perform work at the highest level of discretion and independent judgment and are responsible for final outcome.

The essential duties for this job include:

• Directs and manages employees’ activities; and monitors and evaluates employees’ performance
• Oversees the implementation of planning and management for corridor studies, needs assessments, and feasibility studies in support of project development and design
• Administers and coordinates statewide intermodal and multimodal freight transportation planning activities
• Manages and oversees statewide multimodal freight mobility program that involves multiple public agencies and private businesses, and ensures these programs are in convert with strategic objectives
• Administers and coordinates international planning activities
• Reviews and approves final preparation and publication of reports, manuals, contracts, agreements and related correspondence pertaining to schematic design and the environment.
• Performs other job responsibilities as assigned.

• Planning, assigning, directing, coordinating and reviewing the work of professional, administrative and technical employees
• Communicating complex ideas and information clearly, concisely, and effectively
• Developing and giving presentations

This job requires the following:

• Bachelor's Degree in a related discipline

This job requires the following:

• 7 years in transportation engineering, multimodal freight planning and/or international trade or closely related experience
• Experience can be satisfied by full-time or prorated part-time equivalent
• Must have four (4) years managerial/supervisory experience.
• Related graduate level education may be substituted for experience on a year per year basis.
