Position Purpose

Oversees the operational and maintenance aspects of traffic and Intelligent Transportation system engineering to ensure safe and efficient movement of vehicle and pedestrian traffic throughout the City of Arvada in the most economical manner available.  Responsible for performing complex Intelligent Transportation system engineering functions related to the planning, reviewing and designing of traffic and transportation infrastructure. Responsible for the management and contract administration of complex projects related to Intelligent Transportation System engineering.  Performs traffic and transportation related review of complex proposed development projects. As a Traffic Engineer IV, you will act as lead ITS engineer to lower level traffic engineers, technicians and administrative staff.     

Job Functions / Scope of Authority

• Responsible for leading the development of Fiber Backbone (AFON: Arvada Fiber Operations Network), ITS infrastructure, traffic signal, and integration of traffic control systems. 

• Responsible for integrating various data streams and configuring databases to organize and archive data in coordination with the IT department

• Assists in managing the fiber-optic traffic signal communications network, CCTV system and other ITS systems.

• Lead or assist in updating Fiber Master Plan in coordination with IT and other departments

• Manage and Maintain OSP Insight software to manage the fiber network operations and maintenance in coordination with IT. 

• Developing Systems Engineering Analyses, ITS Architectures, Concept of ITS Operations, TMC Standard Operational Procedures and Performance Measures Guidelines, ITS design plans, ITS equipment specifications, along with subsequent testing, operations and maintenance activities in coordination with IT and other departments. 

• Developing plans, specifications, and estimates for ITS systems, including fiber optic and wireless communications systems, power distribution systems, CCTV, DMS, vehicle detection systems, HAR, RWIS, traffic signal interconnect, transit signal priority (in coordination with RTD and other regional agencies), lighting control systems, and other ITS technologies and sub-systems, such as managed lanes technologies to support temporary traffic control operations.

• Monitoring and managing ITS and other devices on the transportation fiber-optic network;

• Coordinate with IT backups server data as appropriate;

• Customization of existing systems to leverage data for traffic engineering purposes.

• Dashboard development for reporting/tracking ITS assets and other traffic operational information;

• Lead and coordinate GIS based asset management;

• Developing Specifications for implementation of ITS new systems;

• Manages complex traffic (ITS, Intelligent Transportation System) engineering projects and budgets, and prepares reports on capital improvement/maintenance projects for public works programs.

• Prepares complex requests for proposals, traffic and transportation studies, right-of-way acquisitions and design of traffic, ITS and transportation infrastructure projects including construction plans, specifications and bid documents.  

• Administers complex traffic, ITS and transportation infrastructure contracts, which may include preparation of progress payments, negotiation of change orders, resolving contract payment disputes, and ensuring compliance with provisions in the contract. 

• Manages infrastructure improvement projects for intersection, roadway, bicycle, pedestrian and traffic signal and ITS improvements.

• Receives and responds to requests from the general public regarding traffic engineering which may include signing, striping speeding, street lighting and other traffic issues.

• Reviews complex engineering plans submitted by others including traffic impact analysis reports; recommend changes for reasonableness, to conform with existing infrastructure, or in conformance to the city’s Engineering Code of Standards and Specifications for the Design and Construction of Public Improvements, MUTCD, AASHTO or highway access codes.

• Enforces the city’s Engineering Code of Standards and Specifications for the Design and Construction of Public Improvements related to traffic and transportation.

• Reviews and coordinates programs and projects with governmental agencies, districts, landowners, contractors, and consultants.

• Negotiates or oversees acquisition of right of way from property owners.

• Communicates and interacts with a variety of interests including but not limited to: elected officials, government and quasi-government representatives, districts, landholders, developers, citizens and others as needed to perform the duties and functions of the traffic engineer IV position.

• Develops project budgets and oversees expenditures of the project funds.

• Proposes updates to the Engineering Code of Standards and Specifications for the Design and Construction of Public Improvements related to traffic and transportation.

• Analyzes alternative solutions to projects to determine the most adequate and cost effective solution.

• Responsible for design, timing, and maintenance of traffic signals.  May work independently or with DRCOG on signal timing projects.

• Reviews and approves traffic sign and marking work orders, parking permits and temporary traffic control permits.

• Provides technical resources to other city departments to ensure that applicable traffic standards (City Code, MUTCD, CDOT) are met.

• Oversees signal maintenance contractor; directs and assigns work.

• Oversees design and operation of street lighting systems throughout the city.

• Leads and guides the work of lower level traffic engineers and technical staff.  May act as lead engineer to lower level engineers on projects.  Provides technical assistance and reviews work, prioritizes programs and projects and effectively uses available resources to accomplish objectives.   

• Provides feedback and recommendations for hiring, promotions, transfers, disciplinary action, and other personnel actions.

• Assists with coaching, counseling and supporting staff to maximize efficiency and effectiveness.  Supports creative thinking and problem solving and encourages participatory decision making when appropriate. 

• Provides technical assistance and staff  training and job enrichment opportunities and encourages professional growth and development.

SUPERVISORY DUTIES (Traffic IV only)

• Schedules staff, assigns and supervises work, prioritizes programs and projects and effectively uses available resources to accomplish objectives.

• Makes recommendations for hiring, promotions, transfers, disciplinary action, and other personnel actions as necessary.  

• Coaches, counsels and supports staff to maximize efficiency and effectiveness. Consistently educates and advises staff on organizational rules, regulations, policies and procedures.  Supports creative thinking and problem-solving and encourages participatory decision-making when appropriate. 

ESSENTIAL KNOWLEDGE, SKILLS AND ABILITIES 

• Solid to expert knowledge of principles and practices of traffic, transportation and ITS (Intelligent Transportation System) engineering, including standards, policies, and technical issues.

• Solid to expert knowledge of public works practices and procedures, planning, and administration.

• Solid to expert knowledge of  ITS (includes traffic signal, signal connectivity, fiber network) design, maintenance, inspection, construction and operations procedures and principles.

• Solid to expert knowledge of ITS (includes traffic signal, signal connectivity and fiber network) master systems. 

• Solid to expert knowledge of street light’s design, maintenance, inspection, construction and operations timing procedures and principles.

• Solid to expert knowledge of strong project management experiences especially federally funded projects. 

• Solid to expert knowledge of Plans Specifications and Estimate Development experience

• Solid to expert knowledge of managing maintenance programs and initiatives 

• Solid to expert knowledge of transportation/traffic engineering standards, policies, and technical issues.  

• Advanced to expert knowledge of the Manual on Uniform Traffic Control Devices (MUTCD), Familiarity with NEC, NEMA or IEEE standards   

• Ability to earn knowledge of financial and budgeting systems, and appropriate application of division resources.

• Knowledge and ability to apply diversified knowledge of engineering principles and practices.   

• Ability to effectively communicate information, both verbally and in writing, to support organizational objectives and interact with all levels of personnel within the city in a positive and cooperative manner.

• Ability to negotiate the acquisition of right of way from property owners.

• Ability to lead and guide lower level traffic engineers in learning and completing work assignments. 

• Ability to prioritize multiple and changing work requests while meeting the many needs of the customers/users. 

• Proficient in exercising initiative and judgment as well as making decisions within the scope of assigned authority.

SCOPE OF AUTHORITY:

Receives minimal supervision under the direction of the traffic engineering manager.  Expected to make decisions and solve problems independently, requiring minimal supervision. Plans own work and the work of others to meet defined work plans and objectives.  Prepares and/or develops plans for projects and programs involving coordination with other departments and/or outside organizations. Few time precedents and/or procedures exist.  Expected to handle different and specialized functions in a department or functional area.  May originate and develop complex ideas based on organizational policy, codes, ordinances, goals and/or objectives.  Adheres to procedures set forth in the City of Arvada codes and ordinances, and department and division policies and procedures.

Financial Accountability:

Makes recommendations to supervisor for project budget allocations. Makes decisions that affect the outcome of allocations of money for projects, varying from $50,000 to over $10 million.  Approves expenditures up to $5,000.  Monitors the tracking of accounts payable and/or receivables and prepares financial statements and reports.  

Working Environment / Qualifications

Traffic Engineer III:

Bachelor’s Degree in civil or transportation engineering or related field and four (4) years of experience in traffic or transportation engineering.  Professional Engineering License required. Valid Colorado  Professional Engineering License required (or ability to obtain within 6 months of employment).  Must possess a valid driver’s license (and ability to obtain a Colorado license within 6 months of employment).

Preferred Qualifications: Professional Traffic Operations Engineer (PTOE) certification. 

Traffic Engineer IV: 

WORKING ENVIRONMENT/PHYSICAL ACTIVITIES:

The work environment/physical activities described here are representative of those an employee encounters while performing the essential functions of the job. 

Work is primarily performed in an office environment with low noise levels.  No physical effort above and beyond what is normally required for work primarily performed in an office environment.  Occasional exposure to working in traffic and exposure to noise, dust and exhaust. Occasional visits are made to construction sites which may have large construction equipment, loud noise, pipeline trenches, and possible heavy truck and vehicle traffic. 

MINIMUM REQUIRED QUALIFICATIONS (EDUCATION, LICENSE, TRAINING AND EXPERIENCE):

Bachelor’s Degree in civil or transportation engineering or related field and six  (6) years of experience in traffic and transportation engineering with at least two (2) years as a Professional Engineer (PE).  Valid Colorado Professional Engineering License required (or ability to obtain within 6 months of employment).  Must possess a valid driver’s license (and ability to obtain a Colorado license within 6 months of employment).

Preferred Qualifications: Professional Traffic Operations Engineer (PTOE) certification. Master’s Degree in traffic or civil engineering or related field. Demonstrated experience successfully leading major projects and/or project teams.
