The Port Authority of New York & New Jersey operates some of the nation’s busiest and most important transportation and trade infrastructure: JFK, Newark, LaGuardia, Stewart, and Teterboro airports, as well as rail, and seaport facilities that support more than 550,000 jobs, and generate $23+ billion in wages and $80+ billion in economic activity.
The Authority seeks a Chief of Operations Engineering (COE) responsible for managing external engineering consultants and a 40-50 person staff in several divisions: Engineering Financial Services; Estimating & Value Engineering; Virtual Design & Construction; Alternate Project Delivery; Business Strategies & Operations; and Engineering Solutions.
S/he will develop and manage the Department’s Capital & Operating Budget of approx. $1.8 B as well as oversee its $250+M consultant program, RFP selection/evaluation, task orders, performance evaluations, and manage M/WBE consultant program goals.
S/he will work closely with the Procurement, Comptroller, Project Delivery, Construction and Design Divisions, developing project costs, and schedules for over 300 projects, as well as develop performance metrics, processes, and procedures, to monitor project progress and support project delivery.
Oversee Engineering Technology support, applications, and maintenance and manage BIM/CADD support and repositories, and; support enterprise asset management.
Degree in Engineering or Architecture from an accredited college or university.
Engineering or Architecture license in NY & NJ (or eligible for reciprocity/acquisition)
Minimum 15 years of engineering/project management with projects of varying size and complexity.
Strong leadership ability creating and managing diverse teams, groups, and stakeholders.
Strong conceptualization, problem solving, analytical, and decision-making skills directing design of large-scale transportation programs/projects, as well as an understanding of cross-departmental relationships and conflict resolution.
Excellent oral and written communication skills, and the ability to present technical information to management and stakeholders.
Experience with or knowledge of how governmental agencies/authorities approach project development and implementation.
