WSDOT is currently seeking a skilled Transportation Engineer 4 to join our dynamic Traffic office in Spokane, WA! This Transportation Engineer 4 position serves as an Assistant to the Eastern Region Traffic Engineer for Operations, and supports that mission by managing a traffic operations team in delivering/analysis of Transportation System Management and Operations (TSMO) solutions for corridor operations including ramp meters; travel demand management; signals; ITS data collection devices; traffic data management, analysis of data, and preparing studies; and traffic modeling as the regionwide technical specialist with engineering background and capabilities. As a member of the Eastern Region Traffic Operations team, the incumbent further supports the WSDOT Mission by participating in, implementing, and modeling Eastern Region Core Values, and in fostering a respectful and healthy work environment with focus on diversity, equity, and inclusion.
Among the varied range of responsibilities held within this role, the Transportation Engineer 4 will:
Evaluate effectiveness and efficiency of existing traffic operation elements and direct operational adjustments to signals, ramp meters and other ITS devices.
Provide strategic traffic analysis of real time transportation system performance through quantitative and qualitative information regarding operational speeds, volumes, and traffic density for travel times and travel reliability.
Recommend operational adjustments to Intelligent Transportation Systems (ITS) components such as traffic signals, ramp meters and dynamic message/lane assignment signs to optimize the transportation network operations.
Utilize traffic software such as Highway Capacity Software (HCS), Synchro/SimTraffic, SIDRA and other programs for analysis of existing and future traffic operations.
Supervise two Traffic Office engineers who prepare operational documentation, calculations, timing plans, operational analysis reports, etc. using collected field data.
Review field site assessments and documents qualitative observations such as driver behavior and safety concerns.
Review and comment on Eastern Region, local agency, and private developer projects that may result in traffic impacts to state highway operations.
Analyze results using traffic modeling software.
Provide technical support and oversight of complex engineering activities related to traffic data, modeling protocols, and traffic engineering principles.
To be considered for this opportunity, the following are required:
Bachelor’s degree in transportation engineering, civil engineering, or science, with four (4) years of experience analyzing, designing, and implementing traffic operation solutions and projects.
In addition, the following are required:
Working knowledge of traffic analysis software Synchro, SIDRA, SimTraffic, and HCS (highway capacity software).
Understanding of traffic simulation software such as VISSUM and VISSIM, and microsimulation models.
Demonstrated experience supervising and leading staff, including experience mentoring, coaching, and building teams.
Ability to drive a motorized vehicle and maintain a valid driver license.
It is preferred that qualified candidates also have:
Engineer in Training (EIT), or PE license in Civil or Transportation Engineering.
Proficiency using Microsoft Office, such as Word, Excel, PowerPoint, etc.
Experience with CADD products including MicroStation, SignCad and InRoads.
Four (4) years of traffic engineering experience in any of the following or combination of the following: Freeway Operations, Traffic Design, Traffic Operations, or Traffic Modeling/Analysis.
